The early history of Bulgarian corruption suggests that, in the Balkans, the fundamental political, economic, and cultural models may change in form, but their essence remains unaltered over the years. The feeling of running in place is confirmed by the pictures presented to us in our times. We could easily change the dates and names involved in old corruption affairs with those of the heroes of our own time. The countries and nations in this region produce too much history, but it is a history without consequences. The true changes in social behaviour, in material well-being, in the attitude towards neighbouring nations and within the nations, never seem to come about.
